New Delhi:

(NDMC) has initiated a fresh bid to select a specialised agency for implementing a

system across its 155 surface and multi-level

. Currently, two organisations have shown interest, and their technical capabilities are being evaluated before a final decision is made, said officials.

Previous attempts over the past five years to engage a firm for managing the initial 40 parking sites — and additional ones added later — have failed. In the absence of a dedicated agency, NDMC has relied on staff from its sanitation, electrical, and engineering departments to operate parking facilities. This ad hoc arrangement has led to operational inefficiencies and difficulties for visitors trying to find available spaces, contributing to financial losses.

“After evaluating the technical proposals, we will examine financial viability. If no suitable bidder is found, we may call for a fresh tender or take a final decision on awarding the contract to an agency,” an NDMC official said, adding that clarity is expected by mid-June.

The selected agency will be responsible for the design, development, implementation, operation, and maintenance of an ‘intelligent integrated parking system’ for a period of 10 years.

At the beginning of May, NDMC updated the proposal, reflecting an increase in the number of parking facilities to be managed by the selected agency from 154 to 155, along with an expansion in total parking capacity of spaces from 14,478 to 15,158 for cars, two-wheelers, buses, and other vehicles.

The modifications were implemented after discussions with the National Buildings Construction Corporation for taking over the management of the newly-built multi-level parking facility (with an estimated 680 car parking spaces) at Sarojini Nagar.

NDMC currently has a mix of off-street (118), on-street (33), and multilevel parking (four), including parking at the basement. The agency proposes to modify these 155 parking sites. The total area at parking lots includes space for 10,322 cars, 4,713 two-wheelers and 123 buses. “The new intelligent system will feature real-time data on vehicle flow, slot occupancy, daily revenue, and online payments. It will also integrate FASTag-based fee collection and monitor manpower deployed at each site,” said the official.

The selected agency will either pay NDMC Rs 7.08 crore monthly or share 50per cent of its parking revenue.
